¹ Everyone must submit himself to the governing authorities, for there is no authority except that which God has established. The authorities that exist have been established by God. ² Consequently, he who rebels against the authority is rebelling against what God has instituted, and those who do so will bring judgment on themselves. ³ For rulers hold no terror for those who do right, but for those who do wrong. Do you want to be free from fear of the one in authority? Then do what is right and he will commend you. ⁴ For he is God's servant to do you good. But if you do wrong, be afraid, for he does not bear the sword for nothing. He is God's servant, an agent of wrath to bring punishment on the wrongdoer. ⁵ Therefore, it is necessary to submit to the authorities, not only because of possible punishment but also because of conscience. ⁶ This is also why you pay taxes, for the authorities are God's servants, who give their full time to governing. ⁷ Give everyone what you owe him: If you owe taxes, pay taxes; if revenue, then revenue; if respect, then respect; if honor, then honor. ⁸ Let no debt remain outstanding, except the continuing debt to love one another, for he who loves his fellowman has fulfilled the law. ⁹ The commandments, "Do not commit adultery,Do not murder,Do not steal,Do not covet," and whatever other commandment there may be, are summed up in this one rule: "Love your neighbor as yourself." ¹⁰ Love does no harm to its neighbor. Therefore love is the fulfillment of the law. ¹¹ And do this, understanding the present time. The hour has come for you to wake up from your slumber, because our salvation is nearer now than when we first believed. ¹² The night is nearly over; the day is almost here. So let us put aside the deeds of darkness and put on the armor of light. ¹³ Let us behave decently, as in the daytime, not in orgies and drunkenness, not in sexual immorality and debauchery, not in dissension and jealousy. ¹⁴ Rather, clothe yourselves with the Lord Jesus Christ, and do not think about how to gratify the desires of the sinful nature.

²⁹ Peter and the other apostles replied: "We must obey God rather than men!

¹ Remind the people to be subject to rulers and authorities, to be obedient, to be ready to do whatever is good,

⁴ Everyone who sins breaks the law; in fact, sin is lawlessness.

¹ You, therefore, have no excuse, you who pass judgment on someone else, for at whatever point you judge the other, you are condemning yourself, because you who pass judgment do the same things. ² Now we know that God's judgment against those who do such things is based on truth. ³ So when you, a mere man, pass judgment on them and yet do the same things, do you think you will escape God's judgment? ⁴ Or do you show contempt for the riches of his kindness, tolerance and patience, not realizing that God's kindness leads you toward repentance? ⁵ But because of your stubbornness and your unrepentant heart, you are storing up wrath against yourself for the day of God's wrath, when his righteous judgment will be revealed. ⁶ God "will give to each person according to what he has done." ⁷ To those who by persistence in doing good seek glory, honor and immortality, he will give eternal life. ⁸ But for those who are self-seeking and who reject the truth and follow evil, there will be wrath and anger. ⁹ There will be trouble and distress for every human being who does evil: first for the Jew, then for the Gentile; ¹⁰ but glory, honor and peace for everyone who does good: first for the Jew, then for the Gentile. ¹¹ For God does not show favoritism. ¹² All who sin apart from the law will also perish apart from the law, and all who sin under the law will be judged by the law. ¹³ For it is not those who hear the law who are righteous in God's sight, but it is those who obey the law who will be declared righteous. ¹⁴ (Indeed, when Gentiles, who do not have the law, do by nature things required by the law, they are a law for themselves, even though they do not have the law, ¹⁵ since they show that the requirements of the law are written on their hearts, their consciences also bearing witness, and their thoughts now accusing, now even defending them.) ¹⁶ This will take place on the day when God will judge men's secrets through Jesus Christ, as my gospel declares. ¹⁷ Now you, if you call yourself a Jew; if you rely on the law and brag about your relationship to God; ¹⁸ if you know his will and approve of what is superior because you are instructed by the law; ¹⁹ if you are convinced that you are a guide for the blind, a light for those who are in the dark, ²⁰ an instructor of the foolish, a teacher of infants, because you have in the law the embodiment of knowledge and truth-- ²¹ you, then, who teach others, do you not teach yourself? You who preach against stealing, do you steal? ²² You who say that people should not commit adultery, do you commit adultery? You who abhor idols, do you rob temples? ²³ You who brag about the law, do you dishonor God by breaking the law? ²⁴ As it is written: "God's name is blasphemed among the Gentiles because of you." ²⁵ Circumcision has value if you observe the law, but if you break the law, you have become as though you had not been circumcised. ²⁶ If those who are not circumcised keep the law's requirements, will they not be regarded as though they were circumcised? ²⁷ The one who is not circumcised physically and yet obeys the law will condemn you who, even though you have the written code and circumcision, are a lawbreaker. ²⁸ A man is not a Jew if he is only one outwardly, nor is circumcision merely outward and physical. ²⁹ No, a man is a Jew if he is one inwardly; and circumcision is circumcision of the heart, by the Spirit, not by the written code. Such a man's praise is not from men, but from God.

¹⁹ The acts of the sinful nature are obvious: sexual immorality, impurity and debauchery; ²⁰ idolatry and witchcraft; hatred, discord, jealousy, fits of rage, selfish ambition, dissensions, factions ²¹ and envy; drunkenness, orgies, and the like. I warn you, as I did before, that those who live like this will not inherit the kingdom of God.

¹⁸ "I tell you the truth, whatever you bind on earth will be bound in heaven, and whatever you loose on earth will be loosed in heaven.

¹⁷ For the law was given through Moses; grace and truth came through Jesus Christ.

¹⁷ "Do not think that I have come to abolish the Law or the Prophets; I have not come to abolish them but to fulfill them. ¹⁸ I tell you the truth, until heaven and earth disappear, not the smallest letter, not the least stroke of a pen, will by any means disappear from the Law until everything is accomplished.

⁸ He has showed you, O man, what is good. And what does the LORD require of you? To act justly and to love mercy and to walk humbly with your God.

²⁰ Therefore no one will be declared righteous in his sight by observing the law; rather, through the law we become conscious of sin.

⁴ The man who says, "I know him," but does not do what he commands is a liar, and the truth is not in him.

⁴ Marriage should be honored by all, and the marriage bed kept pure, for God will judge the adulterer and all the sexually immoral.

²³ If you forgive anyone his sins, they are forgiven; if you do not forgive them, they are not forgiven."

¹⁴ The entire law is summed up in a single command: "Love your neighbor as yourself."

²² But the fruit of the Spirit is love, joy, peace, patience, kindness, goodness, faithfulness, ²³ gentleness and self-control. Against such things there is no law.

²⁶ Then God said, "Let us make man in our image, in our likeness, and let them rule over the fish of the sea and the birds of the air, over the livestock, over all the earth, and over all the creatures that move along the ground."

On it you shall not do any work, neither you, nor your son or daughter, nor your manservant or maidservant, nor your animals, nor the alien within your gates. ¹¹ For in six days the LORD made the heavens and the earth, the sea, and all that is in them, but he rested on the seventh day. Therefore the LORD blessed the Sabbath day and made it holy. ¹² "Honor your father and your mother, so that you may live long in the land the LORD your God is giving you. ¹³ "You shall not murder. ¹⁴ "You shall not commit adultery. ¹⁵ "You shall not steal. ¹⁶ "You shall not give false testimony against your neighbor. ¹⁷ "You shall not covet your neighbor's house. You shall not covet your neighbor's wife, or his manservant or maidservant, his ox or donkey, or anything that belongs to your neighbor." ¹⁸ When the people saw the thunder and lightning and heard the trumpet and saw the mountain in smoke, they trembled with fear. They stayed at a distance ¹⁹ and said to Moses, "Speak to us yourself and we will listen. But do not have God speak to us or we will die." ²⁰ Moses said to the people, "Do not be afraid. God has come to test you, so that the fear of God will be with you to keep you from sinning." ²¹ The people remained at a distance, while Moses approached the thick darkness where God was. ²² Then the LORD said to Moses, "Tell the Israelites this: 'You have seen for yourselves that I have spoken to you from heaven: ²³ Do not make any gods to be alongside me; do not make for yourselves gods of silver or gods of gold. ²⁴ "'Make an altar of earth for me and sacrifice on it your burnt offerings and fellowship offerings, your sheep and goats and your cattle. Wherever I cause my name to be honored, I will come to you and bless you. ²⁵ If you make an altar of stones for me, do not build it with dressed stones, for you will defile it if you use a tool on it. ²⁶ And do not go up to my altar on steps, lest your nakedness be exposed on it.'

⁴ Fathers, do not exasperate your children; instead, bring them up in the training and instruction of the Lord.
