¹³ Choose some wise, understanding and respected men from each of your tribes, and I will set them over you."

¹ Everyone must submit himself to the governing authorities, for there is no authority except that which God has established. The authorities that exist have been established by God. ² Consequently, he who rebels against the authority is rebelling against what God has instituted, and those who do so will bring judgment on themselves. ³ For rulers hold no terror for those who do right, but for those who do wrong. Do you want to be free from fear of the one in authority? Then do what is right and he will commend you. ⁴ For he is God's servant to do you good. But if you do wrong, be afraid, for he does not bear the sword for nothing. He is God's servant, an agent of wrath to bring punishment on the wrongdoer. ⁵ Therefore, it is necessary to submit to the authorities, not only because of possible punishment but also because of conscience. ⁶ This is also why you pay taxes, for the authorities are God's servants, who give their full time to governing. ⁷ Give everyone what you owe him: If you owe taxes, pay taxes; if revenue, then revenue; if respect, then respect; if honor, then honor. ⁸ Let no debt remain outstanding, except the continuing debt to love one another, for he who loves his fellowman has fulfilled the law. ⁹ The commandments, "Do not commit adultery,Do not murder,Do not steal,Do not covet," and whatever other commandment there may be, are summed up in this one rule: "Love your neighbor as yourself." ¹⁰ Love does no harm to its neighbor. Therefore love is the fulfillment of the law. ¹¹ And do this, understanding the present time. The hour has come for you to wake up from your slumber, because our salvation is nearer now than when we first believed. ¹² The night is nearly over; the day is almost here. So let us put aside the deeds of darkness and put on the armor of light. ¹³ Let us behave decently, as in the daytime, not in orgies and drunkenness, not in sexual immorality and debauchery, not in dissension and jealousy. ¹⁴ Rather, clothe yourselves with the Lord Jesus Christ, and do not think about how to gratify the desires of the sinful nature.

² When the righteous thrive, the people rejoice; when the wicked rule, the people groan.

¹ I urge, then, first of all, that requests, prayers, intercession and thanksgiving be made for everyone-- ² for kings and all those in authority, that we may live peaceful and quiet lives in all godliness and holiness.

² The heart of the wise inclines to the right, but the heart of the fool to the left.

¹ Remind the people to be subject to rulers and authorities, to be obedient, to be ready to do whatever is good, ² to slander no one, to be peaceable and considerate, and to show true humility toward all men. ³ At one time we too were foolish, disobedient, deceived and enslaved by all kinds of passions and pleasures. We lived in malice and envy, being hated and hating one another. ⁴ But when the kindness and love of God our Savior appeared, ⁵ he saved us, not because of righteous things we had done, but because of his mercy. He saved us through the washing of rebirth and renewal by the Holy Spirit, ⁶ whom he poured out on us generously through Jesus Christ our Savior, ⁷ so that, having been justified by his grace, we might become heirs having the hope of eternal life. ⁸ This is a trustworthy saying. And I want you to stress these things, so that those who have trusted in God may be careful to devote themselves to doing what is good. These things are excellent and profitable for everyone. ⁹ But avoid foolish controversies and genealogies and arguments and quarrels about the law, because these are unprofitable and useless. ¹⁰ Warn a divisive person once, and then warn him a second time. After that, have nothing to do with him. ¹¹ You may be sure that such a man is warped and sinful; he is self-condemned.

¹⁴ When you enter the land the LORD your God is giving you and have taken possession of it and settled in it, and you say, "Let us set a king over us like all the nations around us," ¹⁵ be sure to appoint over you the king the LORD your God chooses. He must be from among your own brothers. Do not place a foreigner over you, one who is not a brother Israelite. ¹⁶ The king, moreover, must not acquire great numbers of horses for himself or make the people return to Egypt to get more of them, for the LORD has told you, "You are not to go back that way again." ¹⁷ He must not take many wives, or his heart will be led astray. He must not accumulate large amounts of silver and gold. ¹⁸ When he takes the throne of his kingdom, he is to write for himself on a scroll a copy of this law, taken from that of the priests, who are Levites. ¹⁹ It is to be with him, and he is to read it all the days of his life so that he may learn to revere the LORD his God and follow carefully all the words of this law and these decrees ²⁰ and not consider himself better than his brothers and turn from the law to the right or to the left. Then he and his descendants will reign a long time over his kingdom in Israel.

²⁸ for dominion belongs to the LORD and he rules over the nations.

¹ The king's heart is in the hand of the LORD; he directs it like a watercourse wherever he pleases.

¹⁷ Moses' father-in-law replied, "What you are doing is not good. ¹⁸ You and these people who come to you will only wear yourselves out. The work is too heavy for you; you cannot handle it alone. ¹⁹ Listen now to me and I will give you some advice, and may God be with you. You must be the people's representative before God and bring their disputes to him. ²⁰ Teach them the decrees and laws, and show them the way to live and the duties they are to perform. ²¹ But select capable men from all the people-men who fear God, trustworthy men who hate dishonest gain-and appoint them as officials over thousands, hundreds, fifties and tens. ²² Have them serve as judges for the people at all times, but have them bring every difficult case to you; the simple cases they can decide themselves. That will make your load lighter, because they will share it with you. ²³ If you do this and God so commands, you will be able to stand the strain, and all these people will go home satisfied." ²⁴ Moses listened to his father-in-law and did everything he said. ²⁵ He chose capable men from all Israel and made them leaders of the people, officials over thousands, hundreds, fifties and tens. ²⁶ They served as judges for the people at all times. The difficult cases they brought to Moses, but the simple ones they decided themselves.

⁴⁸ When the Gentiles heard this, they were glad and honored the word of the Lord; and all who were appointed for eternal life believed.

³ Do not put your trust in princes, in mortal men, who cannot save. ⁴ When their spirit departs, they return to the ground; on that very day their plans come to nothing. ⁵ Blessed is he whose help is the God of Jacob, whose hope is in the LORD his God, ⁶ the Maker of heaven and earth, the sea, and everything in them- the LORD, who remains faithful forever. ⁷ He upholds the cause of the oppressed and gives food to the hungry. The LORD sets prisoners free, ⁸ the LORD gives sight to the blind, the LORD lifts up those who are bowed down, the LORD loves the righteous. ⁹ The LORD watches over the alien and sustains the fatherless and the widow, but he frustrates the ways of the wicked. ¹⁰ The LORD reigns forever, your God, O Zion, for all generations. Praise the LORD.

²⁹ Peter and the other apostles replied: "We must obey God rather than men!

¹³ But we ought always to thank God for you, brothers loved by the Lord, because from the beginning God chose you to be saved through the sanctifying work of the Spirit and through belief in the truth.

³⁴ Righteousness exalts a nation, but sin is a disgrace to any people.

¹⁴ if my people, who are called by my name, will humble themselves and pray and seek my face and turn from their wicked ways, then will I hear from heaven and will forgive their sin and will heal their land.

² who have been chosen according to the foreknowledge of God the Father, through the sanctifying work of the Spirit, for obedience to Jesus Christ and sprinkling by his blood: Grace and peace be yours in abundance.

¹⁶ You did not choose me, but I chose you and appointed you to go and bear fruit--fruit that will last. Then the Father will give you whatever you ask in my name.

²³ But Gideon told them, "I will not rule over you, nor will my son rule over you. The LORD will rule over you."

⁹ who has saved us and called us to a holy life--not because of anything we have done but because of his own purpose and grace. This grace was given us in Christ Jesus before the beginning of time,

²⁰ and said: "Praise be to the name of God for ever and ever; wisdom and power are his. ²¹ He changes times and seasons; he sets up kings and deposes them. He gives wisdom to the wise and knowledge to the discerning.

³³ The lot is cast into the lap, but its every decision is from the LORD.

²⁰ If the Lord had not cut short those days, no one would survive. But for the sake of the elect, whom he has chosen, he has shortened them.

¹⁰ Therefore, my brothers, be all the more eager to make your calling and election sure. For if you do these things, you will never fall,
