Joshua 20:1-9

1 Then the LORD said to Joshua: 2 "Tell the Israelites to designate the cities of refuge, as I instructed you through Moses, 3 so that anyone who kills a person accidentally and unintentionally may flee there and find protection from the avenger of blood. 4 "When he flees to one of these cities, he is to stand in the entrance of the city gate and state his case before the elders of that city. Then they are to admit him into their city and give him a place to live with them. 5 If the avenger of blood pursues him, they must not surrender the one accused, because he killed his neighbor unintentionally and without malice aforethought. 6 He is to stay in that city until he has stood trial before the assembly and until the death of the high priest who is serving at that time. Then he may go back to his own home in the town from which he fled." 7 So they set apart Kedesh in Galilee in the hill country of Naphtali, Shechem in the hill country of Ephraim, and Kiriath Arba (that is, Hebron) in the hill country of Judah. 8 On the east side of the Jordan of Jericho they designated Bezer in the desert on the plateau in the tribe of Reuben, Ramoth in Gilead in the tribe of Gad, and Golan in Bashan in the tribe of Manasseh. 9 Any of the Israelites or any alien living among them who killed someone accidentally could flee to these designated cities and not be killed by the avenger of blood prior to standing trial before the assembly.

That man may flee to one of these cities and save his life. 6 Otherwise, the avenger of blood might pursue him in a rage, overtake him if the distance is too great, and kill him even though he is not deserving of death, since he did it to his neighbor without malice aforethought. 7 This is why I command you to set aside for yourselves three cities. 8 If the LORD your God enlarges your territory, as he promised on oath to your forefathers, and gives you the whole land he promised them, 9 because you carefully follow all these laws I command you today-to love the LORD your God and to walk always in his ways-then you are to set aside three more cities. 10 Do this so that innocent blood will not be shed in your land, which the LORD your God is giving you as your inheritance, and so that you will not be guilty of bloodshed.

A matter must be established by the testimony of two or three witnesses. 16 If a malicious witness takes the stand to accuse a man of a crime, 17 the two men involved in the dispute must stand in the presence of the LORD before the priests and the judges who are in office at the time. 18 The judges must make a thorough investigation, and if the witness proves to be a liar, giving false testimony against his brother, 19 then do to him as he intended to do to his brother. You must purge the evil from among you. 20 The rest of the people will hear of this and be afraid, and never again will such an evil thing be done among you. 21 Show no pity: life for life, eye for eye, tooth for tooth, hand for hand, foot for foot.
