Regarding the difference in number for Israel, 2 Samuel 24:9 says that there were 800,000 valiant men in Israel, and 1 Chronicles 21:5 says that there were 1,100,000 men.

The most probably explanation is that 2 Samuel 24:9 only counts men who have had battle experience, while 1 Chronicles 21:5 includes 300,000 men who did not have battle experience.
